It depends where your JROTC is and which services.
In my Marine Corps JROTC, there is requirements.
Regular Promotion:
10 community service a semester. 2 colours a semester. (Flag detail)
Thats only one rank promotion. To get a meritorious promotion, they usually have a set of merits we need to get, usually 20.
Special Promotion:
Recruiting at least 3 members into JROTC. Something, you might not get promoted still.
Doing alot of work and they think you earn a leadership position. (200 hours of community service in a year doesn't count.)
Some senior and junor can get a E-3 promotion from E-1 but thats all they can get. All they need to do is get a B or better.
Promotion for some Army, Air Force, Navy JROTC nearby.
1 rank promotion if you go to camps.
1st Year = E-2.
2nd Year = E-4
3rd Year = E-8 or E-9
4th Year = 2nd Liuetenant.
Special Promotion
You get promoted by the position you hold and your billet.
Commander of Colour Guard: Captain.
Platoon Commander: Sergeant Major-Sergeant First Class.
Squad Leader: Corporal-Sergeat.
Example, we use to have a cadet in my MCJROTC, she was a E4. When she transfer to the Air Force JROTC, she became a Captain for being their Drill Team Commander.
Cons and Pros on my Marines and other's promotion.
My MCJROTC.
Pros: Marines over here actually do stuff to get promoted. If 10 cadets do good, we'll have 10 Colonels.
Cons: Some people just do stuff but don't have any leadership skills.
Other JROTC.
Pros: Promotion depends on your skills.
Cons: If you do alot, you can only have the rank you are position in. Can't have more then 4 Captains and Majors and only 1 Colonels.

Others: Drill and Ceremonial Chief (all ceremonial activites), Asst. Fireteam Leader, Squad Leader, Platoon Guide, Platoon Sergeant. (Btw: Marines here can't have more than one company.)
