First, multiply the whole equation by 6 to get rid of the 3 and 2 in the denominators.
Then you get
12 + 2s + 3(s + 7) = 6(4s + 1)
12 + 2s + 3s + 21 = 24s + 6
33 + 5s = 24s + 6
19s = -27
s = -27/19
