how could you possibly determine accurately the concentration of sodium hydroxide solution with a CHEMICAL method but not titration?

volume of water should first be found out(Vw)
carry out distillation to remove all the water
weigh the remained NaOH
mass of NaOH can be found(m)
no. of mole of NaOH(mole)= m/M
conc.= mole/(Vw)

in fact, you can also add excess HCl.....then evaporate all the water HCl gas, the salt remaning can also be used to determine conc. of NaOH, but ppt. method (provided by previous answer) is better.
