The value of a home depends in part on how attractive other homes and yards in the neighborhood are. How do local zoning ordinances try to promote land uses that generate external benefits for neighbors?

Group attraction: People who has intention to decorate their homes and yards, but too lazy to do so.

- The community zone can hold competition for “decorating” their yards very year. It gives motivation and incentive to this group of people.

Group attraction: People are lacking of knowledge and idea how to decorate.

- The community zone can provide support and teaching on decorating their homes and yards.

Group attraction: All people in the zone.

- The community can encourage people in the zone to report any kind of crime and intention of crime. It protects any decoration may be harmed or damaged from people who intends to do so.
