As the provision of the electrical equipment etc has been stated as provided by the landlord in the tenancy agreement. Moreover, the ownership of these equipment remained to the landlord. Primarily speaking, it is the obligation of the owner to make these equipment in a good working condition for use by the tenant. Unless the contrary is proved and stated in the Agreement, the bill should be paid by the Landlord.
