When the circuit is completed, electrons start flowing at every point of the circuit (but there are no electrons flowing in the electrolyte solution of the chemical cell and the electrolytic cell). This is because the electrodes of the chemical cell set up a potential difference to push/pull the electrons in the whole circuit to flow in the specific direction. This is similar to all other circuits in physics.
