Actually Top-Up degree is NOT designed for HK only. There are UK universities that have Top-Up degree for their local High Diploma students to advance to a degree program.

If you are talking about the Top-Up degrees in HK then of course the quality varies and some can be really bad.

With an overseas degree you can apply for government jobs and most employers will rank overseas graduates higher than local HK degree graduates, but if you are a HK Top-Up degree graduate then you might not be ranked as high.

So of course the best is to study Top-Up degree overseas.
