早於1921年,香港已有巴士出現。當時巴士全數八輛,車主是位於香港島的香港大酒店(Hong Kong and Shanghai Hotels Limited)。巴士服務就在這時開始。當時香港島的市民可以乘搭電車來往港島北岸各區,但九龍並沒有電車,九龍區的市民只能安步當車,除了富裕人家可以坐人力車代步。這造就了在九龍經營巴士的市場空間。「九龍汽車公司」是最早期成立的巴士公司,於1921年創辦,提供來往尖沙咀及深水的巴士服務,最初祇有幾輛Ford行走。該公司提供來往中區至淺水灣的巴士服務,除了酒店旅客是主要的乘客外,此路線亦為市民帶來了方便。

1924

一群華人向英國Thornycroft公司購買了一輛Bodicea型巴士在九龍行駛,這便是中華汽車公司,也行走尖沙咀到深水的路線。當年大多數市民從未嘗試過坐「呠呠車」的滋味,當巴士投入服務時,吸引不少市民乘搭,生意大好,也吸引了新的投資者。

1925

中華巴士公司(The China Motor Bus Company Limited)成立,他們的服務主要圍繞油麻地至深水一帶。這個時期香港的巴士公司自由競爭,存在?多家小型營辦商,包括啟德巴士公司(The Kai Tack Motor Bus Company)行走九龍城至油麻地及尖沙咀的路線,香港島則有大酒店及香港仔街坊會分別經營多條路線。較小規模的巴士公司則有、服務新界上水至元朗一帶的南興巴士公司(Nam Hing Bus Company)、只經營假日路線的泉興巴士公司(Chun Hing Motor Bus and Company)及長美巴士公司(Cheung Mei Bus Company)等。

1928

香港電車公司(Hongkong Tramways Limited)成立。



1932

鑑於巴士公司愈開愈多,政府在1932年9月為了整頓本港巴士服務,宣佈巴士公司專營權制度,並公開招標承辦專利巴士的公司,其專營權為15年。結果,九巴投得九龍及新界路線專營權;而原來與九巴一樣只在九龍服務的中巴則取得港島巴士路線專營權。兩間公司開始在此時重整車隊:中巴收購了香港大酒店、香港電車公司與及香港仔街坊福利會的巴士,巴士數目達59輛;而九巴則購入了啟德巴士公司的巴士,巴士數目則達106輛。巴士其後愈受市民歡迎。





1939

中巴巴士達109部、九巴巴士數目則達140部。可惜,這些巴士在一日間全數被充公。

1941

12月25日,當時的港督宣佈向日本投降,香港淪陷。兩間巴士公司的車輛與及的士、貨車全數歸香港自動車運送會社(Hong Kong Motor Transport Company)旗下。巴士在無軍事需要的時間仍會提供服務,然而在翌年10月起,巴士便無法提供正常的服務了。巴士在之後的服務甚不穩定,市民多改用腳踏車、三輪車等交通工具。

1945

兩個巴士公司在戰後損失慘重,當中中巴損失了百分之七十六的巴士,只餘二十六部巴士仍能運作;九巴更失去了百分之九十六的巴士,僅存的十七輛巴士中只有六部仍可使用。訂製新車是巴士公司當時的首要工作。然而,新巴士未到港前,港英政府唯有擔當協調的角色,成立港九運輸服務(Hong kong and Kowloon Transport Service)並將碩果僅存的二十三輛巴士分配行走本港各區。兩間巴士公司復業成功後,暫把貨車改裝為巴士使用。

1947

戰後大量新移民從內地湧來香港,人口暴增,交通需求與日俱增,巴士服務供不應求,九巴決定購買雙層巴士。第一輛雙層巴士於4月投入服務。中巴及九巴才先後引進新巴士並擴展車隊。翌年九巴更引入香港第一批雙層巴士:「丹拿」CVG5型(俗稱「烏嘴狗」)。由於香港之前從未有雙層巴士出現,故為了使這批雙層巴士順利行走九龍主要幹線彌敦道,事前當局還要大費周章地將路旁的樹木依情況鋸去,並把招牌限制升高至4.8米。這高度對於香港現時的巴士來說,仍然非常足夠。

1948
中巴及九巴的十五年專營權屆滿。政府宣佈兩者均可繼續其專營權1958年,為時10年

1963

五十年代起,巴士網絡隨?新發展區而伸展,路線和車輛以幾何級數增加,柴灣、觀塘、荃灣等地相繼有巴士行走。由於香港島的道路狹窄曲折,中巴直到1963年1月才有第一輛雙層巴士行走,這是一輛Dennis Loline III。香港成功行走雙層巴士後,中巴便大量購置雙層巴士。六十年代,兩巴不論單、雙層巴士都不斷添置,市區用雙層,郊區用單層,配合地形、路面和乘客需求。直到七○年代初,因新市鎮發展和郊區道路改善了,新界區和港島南區才開始行走雙層巴士。
