administrative office. The administrative office arranged the worker
to carry on the repair.

I think both 001 and 002 are correct that both verbs have to use passive voice.

002 has a better translation of the whole sentence. I just want to add that using "flooded" is better than "flooding" in this sentence.

It should be corrected like this:

Rm1100 ON 10/F OF an ABC building had BEEN found flooding at 10:00. I called the management dept immediately TO arrange worker to repair IT.

兩個都要用passive voice,即係:
Rm1100 10/F an ABC building had been found to be flooded at 10:00.
