My guess is your diet contains more carbs/sugar than you can burn, and that is sabotaging your efforts. Cut down (really cut down) on your carb/sugar intake if you want the exercise to have any effect. I have 2 friends who were in a similar position, running 5km at least 3 times a week but could never lose weight (and even put on some) till they cut down on their carbs/sugar. After that, their exercise really paid off!
The explanation is that your body will only burn fat when there is glucagon (the "fat-release" hormone) present. Glucagon is released only when insulin levels are low, which can't happen if there's always glucose in the blood which is the case for many of us who eat way too much carbs/sugar - bread, pasta, rice, soda, chips, etc.
