Both PMP and PRINCE2 are guiding principles, knowledge and practices on project management disciplines.
There are common confusion in the terms. PMP is the project management professional (eg. project manager). It should be 'PMBOK' - the Project Management Book of Knowledge when you want to compare the standards with 'PRINCE2' - Projects in Controlled Environments.
Basically, PMBOK is US-based whereas PRINCE2 is UK-based. PRINCE2 is widely adopted by HKSAR Government for historical reason. Other than the government sector, PRINCE2 is far less adopted by commercial sectors than PMBOK.
The initial development of PRINCE (PRINCE2 predecessor) is heavily based on software development projects. And later revised to PRINCE2 as to cover more than just software development projects.
PMBOK, on the other hand, is developed for all kinds of project such as construction project, software project, marketing project, product development project, ... any kinds of project you name it.
Therefore, PMBOK is broader than PRINCE2 as far as many people perceive it. In fact, more people are qualified on PMBOK than PRINCE2, globally.

*** regarding your additional question/statement : YOU ARE INCORRECT! There is no restriction on PRINCE2 or PMBOK application!!
I guess you got this impression because those IT vendors are bidding for the HK government tenders which has the minimum requirement that the project manager must understand and practice PRINCE2. However, there are other vendors requiring certified project managers (PMP) for many other projects (not just only IT projects).
