when C is brought near X, posivtive charge and negative charge are induced on X and Y respectively

When X is earth, the negative charge of Y will go to the earth through X since the positive charge on X is attracted by C, held in position.

So X carries positive charge and Y carries no charge.
Note that C is not removed!!!!
