difference between ordinance and regulation

Ordinance is the main theme of the law governing an issue.
Regulation or Article is the sub-clause of the Ordinance to elaborate further the interpretation of the Ordinance itself or the rules made in accordance with the spirit of that Ordinance so as to enforce the Ordinance.
e.g. In Public Health Ordinace, there maybe a clause that public place should be kept clean and in good health. But, how?? A Regulation with details made in accordnace with the spirit and power vetted from the Ordinance will be issued that 1. No splitting 2. No dusting or littering and a penalty clause be levied or that offender be arrested in a serious infringement.
