Ok. x=2y-7, right? So substitute 2y-7 where x is in the 2nd problem. 2y-7 is x, so put that in the place of x in the other problem.
3(2y-7)+2y=-5
Use the distributive property for the first part
3*2y is 6y and 3*-7 is -21
So
6y-21+2y=-5
Combine like terms, 6y and 2y is 8y
8y-21=-5
You should now know how to solve that, right?
add 21 on both sides
8y=16
Divide both sides by 8
y=2
Now, you must get what x equals
Substitue 2 for Y in either equation (On a test, substitute y for both to check. it should come out the same in both.)
You could do:

therefore 3x+2y=-5 now becomes

8y = -5+21
= 16
y= (16/8) = 2
Consequently value of y = 2

Then replace value of y in equation 1:
x= 2(2)-7
= 4-7
= -3

Thus value of x is -3

The first part of the problem: x=2y-7, tells you what x is.
