I assume that you can still get on the Internet on your computer, and I also assume that you are using Windows XP with SP2.
Most of the downloads make use of the pop-up windows to alert the user and ask for the saving location. With Internet Explorer in Windows XP SP2, if a site attempts to download a program to your computer without your authorization, it uses the Information Bar to let you know. The Information Bar shows up to notify you, and then it disappears when you move on to another Web page. Some others browsers or toolbars also have this security features too.
To download, simply click the Information Bar to bring up a context-sensitive menu and select Download files.
