The valuation in different bank (or from different valuation company a bank used) will be very different.
Normally valuation will be based on recent market reference. if it is not available, it will be based on best approximate.
I have had a similar experience. I have seen a house asking for 15M in Sai Kung. I requested a friend from Bank for valuation. He told me that the value ranged from 5.6M to 8M.
If bank is desperate enough to do the mortgage, they would ask client to present Temp Purchase agreeement. If this agreement is sent together to the valuation company, you will get the property valued as on the agreement.

估價有時亦會因為本身屋地的使用權(發展權)有很大difference..
另一方面如果target house既price同其他附近既house price差得很遠..好有可能係本身間house既quality同interior design比其他house好...
如要估到價..可try to ask bank(or valuation co)既員工去做site visit..或係估價時attach多d有關既information..
