Hmms blood is not a homogenous mixture - so I would say, some components of blood are fat-soluble, while some aren`t.
Blood consists of 1. water 2. Cells: e.g. Red Blood Cells, White Blood Cells, Platelets 3. dissolved gases, e.g. oxygen, carbon dioxide 4. inorganic ions, e.g. sodium, potassium, bicarbonate, chloride, calcium 5. proteins, e.g. albumin, fimbrin 6. hormones, e.g. adrenaline, insulin 7. complexed lipids, e.g. cholesterol and triglyucerides complexed with proteins as lipoprotein particles 8. sugars, e.g. glucose
Water is not fat soluble; cells should not be disrupted when they are treated by high molecular weight lipids; ions are not soluble; gases are soluble to some extent; blood proteins can be denatured and refold to a certain extent, becoming soluble; or they might prefer to clump together, depending on which is more energetically favorable; lipid based hormones, e.g. adrenaline, are soluble; blood lipids are definitely soluble; sugars are not soluble.
