1.
The chemical formula of lime is CaO.

Calcium oxide (CaO) is usually known as lime, quicklime or burnt lime.
It is chemical formula, but not chemical equation. A chemical formula is used to describe a substance, but a chemical equation is used to describe a chemical reaction.

==========
2.
The chemical formula of lime stone is CaCO3.

Lime stone is a type of mineral which contains mainly calcium carbonate (CaCO3).

==========
3.
Traditional definition of neutralization is :
acid + alkali/base → salt + water

The reaction between lime stone and sulphuric acid:
CaCO3 + H2SO4 → CaSO4 + H2O + CO2
Since CO2 is also formed, the reaction does not fulfill the tradition definition of neutralization.

The reaction between lime and acidic soil (denote the acid as HA).
CaO + 2HA → CaA2 + H2O
CaA2 is a salt, and the reaction is neutralization.

==========
4.
"A substance is alkaline" means that the substance can give or form OH-(aq) when it is dissolved to form an aqueous solution.
Lime water is insoluble in water. Therefore, it is not an alkaline.
