Don't count two legs for the "driver" of the bus.
For one, the driver may only have one leg. (Maybe he's a cripple.)
Two, he may not even be on the bus at the time. (There's nothing in the problem that says the bus is moving.)
Three, even if the bus IS moving, it's possible one of the 7 girls is also the bus driver.
And with all that being said, the correct answer can't be determined anyway. We don't know how many legs each of the girls have. (The number of legs of each CAT has been specified at FOUR, but NOT the girls. Again, it's possible a girl could have just one, or even zero legs.)

i think its 238 legs*
there are 7 girls which is two legs each
so that means 7x2=14
there are seven bags with one big cat & each big cat has seven small cats & 4 legs per cat
so that means one big cat plus seven small cats =8cats per bag which is 8x4=32 legs per bag so then you multiply 32x7=224
so then you add the number of cat legs (224) plus number of girl legs (14) which =238
there are 7 girls which is two legs each
