If the given equation equal to zero than
13 + 2x = 0
13 - 13 + 2x = 0 - 13
0 + 2x = - 13

The concept to be used here is Des Cartes principle

that states that to isolate and gather all variables together and isolate and gather all the numbers together to make the algebra easy. Then you can simply perform regular arithmetic calculations on all the like variables to finally solve for the answer.

Here is the process:

9+5x-3x+4 --> Original equation:

Applying the concept to this problem:

(5x-3x) + (9+4) = 2x+13 - Final Answer ...

9+5x-3x+4=if you mean only?
then 2x+13
but if you mean 9+5x-3x+4=0
then 2x=-13
or x=-13/2
x= -6.5
