Sodium hydroxide solid (NaOH) can absorb water in air. Therefore, sodium hydroxide can be used as a drying agent.

Besides, sodium hydroxide would then change to an aqueous solution by dissolving itself in the water absorbed. This property is known as "deliquescence" (潮解).

No, NaOH only absorbs CO2 in air.
NaOH + CO2 --> NaHCO3
