1. division of labour
every department will focus on its own area of responsibilities. for example, the family problems happened in Tin Shui Wai. if someone calls the police, they will arrive and see if any offence related to law, if no, they will get away. same case of (3) applies. nobody cares about individual specific needs from the public. only until the news got the report, and a lot of social criticism than they (government) may respond to it and take some actions.
5. promotion and selection based on merit
again needless to say. public servant normally need to wait and queue up for the seat of promotion for years (cantonese saying, get your chair and line up)
