when to add ”ing” onto the verb after the word ”to ” ?

For example , why do we say 'resort to "sitting" in front of the television' instead of 'resort to "sit "in front of the television' ?

其實to有兩個用法，一個是用來組成to-infinitvie，如：I want to go.（當然還有作副詞的to，但不在此談）而另一個是作為preposition（介系詞），而作為介係詞的to，後面就必須是名詞，或動名詞
如：
My family and I look forward to seeing you.
She was used to jogging every day.
I am accustomed to working at night.
He agree to my leaving early on Friday.
等等的to都是介詞，你的句子resort to的to也是介詞；若你想知道動詞後面to是否介詞，你可以查字典，或放名詞／代名詞在動詞後面，看看是否通順（但這做法要一定英文的底子）
