when to add ”ing” onto the verb after the word ”to ” ?

For example , why do we say 'resort to "sitting" in front of the television' instead of 'resort to "sit "in front of the television' ?

其實to有兩個用法,一個是用來組成to-infinitvie,如:I want to go.(當然還有作副詞的to,但不在此談)
而另一個是作為preposition(介系詞),而作為介係詞的to,後面就必須是名詞,或動名詞
如:
My family and I look forward to seeing you.
She was used to jogging every day.
I am accustomed to working at night.
He agree to my leaving early on Friday.
等等的to都是介詞,你的句子resort to的to也是介詞;若你想知道動詞後面to是否介詞,你可以查字典,或放名詞/代名詞在動詞後面,看看是否通順(但這做法要一定英文的底子)
