Using Bernoulis equation, (1/2).d.v^2 = p
where p is the pressure on the water (in Pa)
d is the density of water (in kg/m3)
v is the speed of water (in m/s)

(1/2)(1000)v^2 = 1500 000
v^2 = 3000 (m/s)^2
v = 54.77 m/s

The volume of water passing through the pipe in 1 second
= 54.77 x [pi x (65/2x1000)^2] m3
(where pi = 3.14159...)

= 0.1817 m3

The flow rate in 1 minite = 0.1817 x 60 m3/min
= 10.9 m3/min = 10900 L/min
