how to open .ogg file

You can use Foobar2000 0.9.5.1 to open .oss files, and it natively support MP1, MP2, MP3, MP4, MPC, AAC, Ogg Vorbis, FLAC / Ogg FLAC, WavPack, WAV, AIFF, AU, SND, CDDA, WMA files and it is very light-weight, just about 7MB, just install it and play OGG file without any configuration.
