Here is some sentence that I captured on the newspaper

1, Ma on Monday raised the posibility of visiting the US prior to being sworn in during a meeting with American Institute ....

what is the function of " in " in this sentence .

2, what is the meaning for the sentence of " If Ma's US visit is premitted , it will set a precedent that is almost certain to draw opposition form Beijing.

3, .... The upsides and downsides should be clearly understood and weighed , " Glaster said , noting there are many way of engaging in dialogue , what is the different if removing the word " nothiong "

其實swear somebody in是使某人宣誓上任的意思,
He was sworn in as president.(他宣誓就任總統)
而in在這句的作用,只不過是與swear構成phrasal verb(短語動詞)

直譯:若馬英九的探訪被允許的話,這將會成為先例,亦差不多肯定惹起北京的反對。

3.並不是nothing,而是noting,是留意,注意的意思,noting there are many way...也可以看成noting that there are many way...是一句分詞子句
