If you did a government project, you may need an ICE certificate (independent checking engineer). Normally, an ICE has to have in-depth experience on the type of project to be certified. e.g. an chartered engineer (can be structural or civil engineer) with over 10 yrs experience, with either RPE or RSE qualification.
Also, not all work requires ICE certificate. Normally, typical RC work doesn't require ICE. But some properietory work, like glass wall, curtain wall, structural steel work, etc. require ICE.
