筆者現時是做Procurement的, 或者會解答到這個問題:
Purchasing Officer和Procurement Officer的工種一樣, 只是title不同, 以下是大致上的職責:
- To assist the purchasing manager / procurement seniors to execute all responsibilities and authority.
- Source and purchase materials and items that meet the business needs.
- Develop purchasing and material planning procedures.
- Control the cost of material purchasing and process price negotiation with suppliers.
- Maximize the total value of supplies through application of strategic purchasing.
- Provide guidance on staff assessment of potential suppliers and select the right suppliers.
- Evaluate and manage the suppliers' performance and relationship.
- Monitor all purchased items for quality, delivery dates and prices.
- Support all supplies and purchasing activities such as tendering, maintaining customer database, prepare invoice, handle customers purchase orders, shipping document, packaging documentation and other clerical and logistic supports.
- Coordinate with vendors and forwarders, handle shipping and local delivery tasks.
- Follow up shipment schedule of purchased products.
- Liaise with sales and related internal departments and factory.
- Development of sales quotation and product sampling.
- To conduct training for all procurement supporting staff, in order to upkeep the service standard and product knowledge.
- Inventory and purchase system management.
除了上述title, 因應不同行業亦可以有這些銜頭上的叫法: 例如Buyer, Souring Officer和Merchandiser等。
如上述朋友所言, 製造業公司會請Purchasing較多, 貿易公司請Procurement; 然而, 由於採購這個行業日漸多元化和専業化, 很多具規模的機構亦把有關職位稱為Procurement, 甚至因應機構發展重點而改變了title, 例如Procurement & Logistic Officer和Supply Chain Officer等。
