Acountability (問責) is not equal to Responsibility(負責)
For examples:
Accountability:
A secretary (executive or minister) of a governemt who is looking after the affairs under his/her scope of administration deserving for good outcomes and performance always, but he/she would be forced to step down from his/her post no matter what reason due to poor performance that is not acceptable by the public, or some mistakes have been made by his/her subordinates, it is called accountability
i.e The executives for the Education, Hospital Authority, and Security of SARHK had stepped down years ago.
Responsibility refers to
the person who makes direct control, operation, participation for a specific case, event, and project.
