i just heard the similiar question few days ago.

by law, an USA PR stay in oversea more than 6 months in 1 year, who will not eligible for citzenship in that 5 years.
but if he stay less than 6 months a year, but every year. this is so call a grey area. yes he can apply the citzenship. BUT, the officer must ask him why he doing that. if the answer is not satisfy, the officer can reject the application and require he must stay in USA for 3 more years without leaving the country.
