you need to live in A state more than 6 months in a year. but you also need a
resident address, utlities bill ----- Ele, gas, landline phone bills, work record, W-2, tax return...... etc. materials which can proved you are living in A state.
then you will have no problem to apply college there.
* plus you have high school dipolma with B average ------ 80+, most college will accept you.
but i have a question: why you must study in A state? each state has lot of good school for you choice, why just interested in 1?
while you apply the coolege, you are also apply the finanical aids, it is depend on your house income. so poor people also can go into college education.

yes, there are ROTC progrem in some schools. they only do weekend
trainning------ in class and in field. each summer you need to join a 20 days boot camp.
you will become a officer after the 4 years trainning, plus your will receive school aids. then you will be put on standby in next 15 years. when one day the DOD order called, then you have to serve the country. believe me, if you go through the 4 years trainning, you will looking for the call.
person with militery service record will be benefit when they looking for job. some companies just like to hide people with service expernance.
