Chain reaction means that after bombarding a neutron to a heavy isotope, more neutrons would be released hitting the other reactants giving lots of energy continuously.

Fusion needs high temperature but not chain reaction. As nuclear fusion means to fuse two light isotopes(usually deuterium and tritium)
