Going to Munich should be cheaper in terms of air tickets. www.zuji.com.hk shows that the cheapest air tickets to munich cost <$6000 but you would be lucky to get tickets to NYC for less than <$9000...

I honestly don't think NYC is a lot cheaper than Munich even if you count exchange rates in. Though if you are getting at minimum meal costs, NYC should be cheaper... In Munich, getting a bun and a sausage (the huge german kind) in roadside stalls will cost you around 2 Euros, while in NYC something like that would be US$2; in NYC a plate of rice from Chinatown will cost $3.75 (cheapest). MacDonald's in the US is cheaper than that in Germany too, but if you decide to go to Munich don't eat that... loads of terrific food in the beerhouses...

And where else in the world can you get a 500ml bottle of top quality beer for 0.70 Euros in grocery stores or supermarkets... Certainly not NYC...

If you are talking about budget accommodations, NYC is cheaper, but the NYC hostels are pretty bad...

I don't know about hotels though. Check if there are packages that come with the air tickets too, esp. if you are buying tickets through travel agents.
