There is no harmony in the company. People are arguing or quarrelling irrationally on a very small issue or matter. I just receive an email on complaining a person within the same department of the company. I really wish to spell out a belief to you all: As we are working in the same company, we should think that we are in the same family. Every department should co-operate with and helping each other just likes brothers and sisters. We should think of the interest of our family, our company at the first instance. I do wish you all to stop arguing or quarrelling but to foster our effort to fight for our interest and our company.

In this case, letter will not work as you thought. You can imagine your parent keep asking you to do sth that it's not a major issue to you. I doubt the people will execute or just pretend to do it.

You can deliver the message in more a soft way not a hard selling. If you are a HR officer, tried to build up a friendly working environment, caring culture in your company rather than writing a useless letter to brief them.
