Is it good to buy private flat now? Also, 70% or 90% mortgage loan is better or safer?

It is OK to buy a private flat for short term investment, but it may be little bit higher than reasonable price for long term.
If you can accept the downside risk, it is GOOD to buy now.

70% mortgage loan is always better and safer as:
1. The risk of the flat becoming a negative asset is reduced
2. The interest cost is also reduced
