No, there is none. There is a different between [Law] and [Rule]
Althought there is no Law to stop students to carry magazine to school, the School Rule made by the school could enforced that on their student. It is usual to see this, since that, if you want to be their school student, you must follow the condition, that mean to become their school student, the student must follow the School rules.
If, for example, the school required all girls must have long skirt or else will be in breach of the school rule, that is only school rule, it is not law of HK, you won't get caught on street because you do not have long skirt, but the school could enforce their rule on you because you are the student of that school.
And you should now realize that, although it is not law, as a school they can still enforce their own rule onto students. It is an issue of Rule and Law.
