In all the other cases you must add more energy in order for the change to happen. You add heat to melt ice, to change water to steam and to increase the temperature of water.
When steam condenses heat is removed from the water, which is why you usually get condensation on colder surfaces.
The other three scenerios you mentioned are examples of water GAINING energy. When water goes from steam to liquid, or liquid to solid, it looses energy, the molecules slow down, and the change in phase is made.
