In the daytime, you must have enough activities/exercises to 'use up' your energy. Don't drink coffee or tea whole day!
Before sleep, have a warm shower/bath, then drink warm milk, listen to light music (not rock n' roll or fast music or strong rhythm music), the temp of your bedroom should be around 20 - 25 degrees Celsius (depends on you're afraid of hot or cold), if you're hungry, eat several slices of bisquits, brush your teeth, warm your bed, try to sleep, if you can't sleep after 15 minutes, pls get up, then...
read a boring book, don't push yourself to sleep, read or do relaxation exercises till you feel to sleep.
If still doesn't work, then go to see a doctor.
