仲有,
An armchair theorist deficient in practical experience.
deficient又系無v. to be既?

Did not every adjective have a" verb to be " before it.You no need to worried about it!

The English standard of the respondent is poor....
If the sentence is a complete sentence, there must be a verb to be before the adjective or at least a linking verb.
For example, You look handsome. "look" is a linking verb.
