四個月大的流浪貓，倒臥街頭，身體嚴重腐爛。獸 醫 證 實 牠 的 腰 部 被 橡 筋 勒 緊 ， 身 體 嚴 重 潰 爛 ， 體 形 變 得 異 常 ， 相 信 自 小 就 被 橡 筋 勒 住 。動物地球強調，虐殺動物等同謀殺，批評警方態度敷衍，沒有全力追查案件，並促請警 方日後重 視 及 調 查 虐 待 動 物 的案 件 ， 同時呼 籲 市 民 發 現 有 人 虐 待 動 物 ， 應 該 報 警 或 通 知 有 關 團 體 處 理

以是今日（二月八日）在立法會會議上吳靄儀議員的提問和生福利食物局局長周一嶽的答覆：　　（一）根據過往的執法經驗和調查個案，大部分虐待動物個案都是因為疏忽造成，例如沒有提供充分照顧。一般而言，蓄意虐待動物的個案較為罕見。根據香港法例第169章《防止殘酷對待動物條例》，虐待動物的最高刑罰為罰款港幣五千元及監禁六個月。我們現正考慮參照海外國家的有關罰則，並考慮提高最高刑罰，以加強阻嚇作用。　

Putnam Man Charged with Animal Abuse

A man from Hurricane is a charged with the beating death of 8 puppies.
39-year old Joey Keith Jeffery is charged with 8 counts of animal cruelty in Mason County. Jeffery is also charged with one count of domestic violence.
According to a Point Pleasant newspaper, deputies responded to a domestic violence call at a house in Leon on Sunday.
The report says at the house deputies found 8 puppies beaten to death with a blunt object then thrown into a trash can
Jeffery is currently in the Western Regional Jail. His bond was set at $21,000.
The report says Jeffery has an extensive criminal record with 44 arrests.
