1. 這句要有are, 因為後面的reluctant 是adjective, 所以要有verb to be. 如果who 之後跟著的不是adjective, 而是verb, 則不需要有are. 至於attention, 跟據字典, 這是uncountable noun, 所以不可以加 s.
2. 這句我不是十分肯定, 但似乎你這裡引的不是完整的句子, 應該還有下半句。
照我的理解，這個that不是表達因果關係, 而是因為後面的clause "they should be banned" 是句首的saying的內容之一, 所以加上that 作為關係代名詞(relative pronoun). 若是這樣, 在文法上, 沒有that也是可以的, 不過加了that可令句子的結構更為清楚。
3. 這句的for是一定要有的, 這preposition 是指出"shouting" 和 "not doing it" 的關係. 以句子結構而, "for not doing it" 是一preposition phrase, 是用作修飾前面的shouting, 文法上稱作adverbial phrase. 在這句中, 是用作指出shouting的原因(cause). 沒有for是不合文法的, 不是通順的句子.
