A psychological pricing strategy as consumers are likely to spend if the price is less than psychological boundary of next level.
Sellers also believe price marked just at the next level is very elastic that conusmers would have a negative response

because this is a maket strategy. once hit more than 9.9 would be $10. people seems need to pay more theorially.
