You may be referring to Nagasaki.
The US military had made Hiroshima and Kokura the primary targets for the atomic bomb, and had dropped one on Hiroshima on 6 Augusts. On 9 August, the B-29 tasked with dropping the second atomic bomb reached Kokura, but lost sight of the city because of the thick cloud above it. The could lingered and the target was still not located. It was too dangerous and thus impossible to carry the bomb back to base, so the military turned to Nagasaki, the secondary target. It was a day of clear sky in Nagasaki. As a result, the city took the blow of the atomic bomb in place of Kokura.
