As long as the file system on the memory card is not corrupted you can use a compatible card reader to transfer data onto your computer. That said, to access such contents you will need to know the file extension of such files and the appropriate programs that can read such files. (I don't know what file format data is being stored on memory cards for cell phone systems, so I say this.)
But if for any reason the file system on the memory card is corrupted and thus unreadable (inaccessable) on a PC, then you will need data rescue software to retrieve the files.
That said, if you are referring to a SIM card, then it's a whole different story.
