all real numbers

-6x+3-2x=3-8x
the left hand of equation is 3-8x since -6x-2x= -8x
so you have 3-8x=3-8x which is true always for any value of x

if you're looking for a proof:
-6x + 3 - 2x = 3 - 8x
-6x - 2x + 3 = 3 - 8x
-8x + 3 = 3 - 8x
3 - 8x = 3 - 8x

this means that x = any real number

-6x + 3 - 2x = 3 - 8x
-6x - 2x + 3 = 3 - 8x
-8x + 3 = 3 - 8x
-8x + 8x = 3 - 3
0 = 0
