there are a few possible reasons (not taking into account the fact that foundation and other basic products are becoming more popular for men). women wear makeup to soften and enhance aspects of us that make us feminine, this is to help us appeal to men. Men would have to wear makeup to make them look more masculine, which isn't really applicable, looking masculine equates to not wearing makeup and being "natural". Also visually men are initally attracted by the few emphasized "feminine" traits where as women are initally attracted by traits that make a man look healthy (good physique, etc.) overall. Historically men used to wear makeup to make themselves look more "genteel" and distinguished, putting them higher up on the social scale, but that trend is gone. Personally I think a little eye makeup on a guy is a good thing, and there's nothing wrong with men wanting to cover blemishes with foundation just as much as women do.
