- 4 < (2x - 2) / 3 < 6
- 12 < 2x - 2 < 18

2x - 2 < 18
2x < 20
x < 10

- 12 < 2x - 2
- 10 < 2x
- 5 < x

- 5 < x < 10

-4 < 2x - 2/3 < 6
-4 * 3 < 2x - 2 < 6 * 3
-12 < 2x - 2 < 18
-12 + 2 < 2x < 18 + 2
-10 < 2x < 20
-10/2 < x < 20/2
-5 < x < 10

check:
x=-5 : (2x-2)/3=-10-2=-12/3=-4

The solution to the inequality -4<2x - 2 is x>-1. But I have no idea what "over 3<6" is supposed to mean. You can't make a fraction out of inequalities. I'll check back later to see whether you've clarified the question.
