I would suggest you to put on a strong excuse or reason telling the customer why the goods were delayed. No one will feel comfortable withour being given a reason.

Please try:
I'm sorry to let you know that the goods were under the custom inspection and unable to catch up with the vessel sailing at 12:00. We'll try our best to load the goods to any possible upcoming, available vessel. You'll be stay informed.

其實可盡量避免"趕不到"的字眼，因這些字眼都好容易給予客人nagative feelings.

Suggest to inform customer:

"The goods will be ready for shipment on XXXXXXX which can be meet XX:XX shipping schedule via xx(courier/forwarder)xxx"

如真的要講"趕不到", 可用 "...cannot meet xx:xx(time) shipment and will arrange to ship out in next shipping schedule at xx:xx (time) on xxxxx (date)
