Tom speak English very well.
Tom speaks English very well.
Tom is speaking English very well.

Tom speak English very well.

Tom speaks English very well.
Tom is speaking English very well.

The first is wrong

The 2nd one is correct - he usually speaks very good English

the 3rd one means - Tom is now speaking very good English but he normally does not speak English well

The first sentence is wrong in grammar. You are missing to use the "s" at the end of the word "speak".

The second sentence is correct. It is a general term. That means Tom speaks English well all the time.

The third sentence is also correct. It means Tom is now speaking English well. But he might speak English poorly yesterday. Or he ever spoke English well but today.
