In my opinion, finished product/good shall be regard as product sample.
In order to clear the doubt of customers, appreciate you can elaborate further on the grey/unclear area to the customers.

According to the instruction given by Department A, whcih is very clear, and the practices adopted by other centres.
As far as I know, 'finished product' shall mean 'sample'.
Could you please elaborate on information given to customers in order to make them understand more, especially on those issues not clearly delineated.
